कर्नाटक में एससी उप-जाति सर्वेक्षण उम्मीद से बेहतर चल रहा, पैनल हेड ने जताई समय से पूरा होने की उम्मीद

जस्टिस दास ने कहा कि दलितों के लिए आंतरिक आरक्षण पर राज्य सरकार को एक रिपोर्ट सौंपने का भी काम सौंपा गया है। अनुसूचित जाति (एससी) श्रेणी के भीतर उप-जाति वितरण निर्धारित करने के लिए की जा रही जाति जनगणना में कुछ कठिनाइयाँ आई हैं। न्यायमूर्ति दास ने कहा मुख्य चुनौती यह है कि आर्थिक और सामाजिक रूप से विकलांग कुछ घरों में, परिवार अपने नकदी विवरण घोषित करने के लिए आगे नहीं आ रहे हैं।

कर्नाटक में अनुसूचित जातियों (एससी) के लिए आंतरिक आरक्षण प्रक्रिया की देखरेख करने वाली समिति के अध्यक्ष न्यायमूर्ति एचएन नागमोहन दास ने गुरुवार को कहा कि चल रहा सर्वेक्षण उम्मीद से बेहतर चल रहा है। उन्होंने विश्वास जताया कि विस्तारित समय सीमा के अंत तक पूरा सर्वेक्षण पूरा हो जाएगा। प्रगति हमारी उम्मीद से कहीं ज़्यादा है। मुझे उम्मीद है कि आज जो अतिरिक्त समय दिया गया है, उसमें हम 100% काम पूरा कर लेंगे। जस्टिस दास ने कहा कि दलितों के लिए आंतरिक आरक्षण पर राज्य सरकार को एक रिपोर्ट सौंपने का भी काम सौंपा गया है। अनुसूचित जाति (एससी) श्रेणी के भीतर उप-जाति वितरण निर्धारित करने के लिए की जा रही जाति जनगणना में कुछ कठिनाइयाँ आई हैं। न्यायमूर्ति दास ने कहा मुख्य चुनौती यह है कि आर्थिक और सामाजिक रूप से विकलांग कुछ घरों में, परिवार अपने नकदी विवरण घोषित करने के लिए आगे नहीं आ रहे हैं।

उन्होंने उत्तरदाताओं के बीच जागरूकता में महत्वपूर्ण अंतर को भी उजागर किया, खासकर उप-जाति पहचान के बारे में। उन्होंने कहा कि आदि कर्नाटक और आदि द्रविड़ के रूप में प्रमाण पत्र लेने वाले कुछ लोगों को नहीं पता कि वे मूल जातियां हैं। दूसरी श्रेणी में उनमें से कुछ को अपनी मूल जातियां पता हैं, लेकिन वे सूची में नहीं हैं। उनमें से कुछ अपनी उप-जाति जानते हुए भी खुलासा करने को तैयार नहीं हैं। न्यायमूर्ति दास ने जोर देकर कहा कि सर्वेक्षण के लिए इस्तेमाल की गई विधि भारत में अभिनव और अभूतपूर्व दोनों थी। उन्होंने कहा कि भारत सरकार ने हमारे द्वारा अपनाई गई इलेक्ट्रॉनिक, ऑनलाइन विधि के बारे में जानकारी मांगी है और हमने विवरण दिया है। यह उनके लिए है, लेकिन हमने एक अनूठा काम किया है, जो कि मेरे ज्ञान के अनुसार, देश में कहीं भी नहीं अपनाया गया है। 

मौजूदा प्रक्रिया की उत्पत्ति पर विचार करते हुए, न्यायमूर्ति दास ने याद किया कि अपनी अंतरिम रिपोर्ट में उन्होंने वैज्ञानिक वर्गीकरण के लिए अपर्याप्त डेटा के कारण एक नए सर्वेक्षण की सिफारिश की थी। अपनी अंतरिम रिपोर्ट में मैंने केवल इतना कहा कि उपलब्ध डेटा के आधार पर, वैज्ञानिक वर्गीकरण करना संभव नहीं है, इसलिए मैं कर्नाटक सरकार को एक नया सर्वेक्षण करने की सिफारिश करता हूं। सरकार ने मेरी अंतरिम रिपोर्ट स्वीकार कर ली और एक नए सर्वेक्षण का आदेश दिया।
