कोर्ट ने जुलूस के लिए सशर्त मंजूरी देते हुए कहा कि जुलूस में शामिल किसी भी व्यक्ति को हथियार लेकर चलने की अनुमति नहीं होगी। इसके अलावा, पुलिस जुलूस पर कड़ी निगरानी रखेगी और जुलूस में शामिल होने वालों की संख्या 500 तक सीमित रखी गई है। हाई कोर्ट ने यह भी निर्देश दिया कि हावड़ा में जुलूस के लिए तय किए गए मार्ग का सख्ती से पालन किया जाना चाहिए।
कलकत्ता उच्च न्यायालय ने बंगाल पुलिस के फैसले को पलटते हुए हिंदू संगठनों को इस साल रामनवमी जुलूस निकालने की अनुमति दे दी है। न्यायालय ने कोलकाता से सटे हावड़ा जिले में कुछ खास शर्तों के साथ जुलूस निकालने की अनुमति दी है। यह फैसला पिछले साल पश्चिम बंगाल के कुछ इलाकों में रामनवमी समारोह के दौरान हुई हिंसक झड़पों के बाद आया है। कोर्ट ने जुलूस के लिए सशर्त मंजूरी देते हुए कहा कि जुलूस में शामिल किसी भी व्यक्ति को हथियार लेकर चलने की अनुमति नहीं होगी। इसके अलावा, पुलिस जुलूस पर कड़ी निगरानी रखेगी और जुलूस में शामिल होने वालों की संख्या 500 तक सीमित रखी गई है। हाई कोर्ट ने यह भी निर्देश दिया कि हावड़ा में जुलूस के लिए तय किए गए मार्ग का सख्ती से पालन किया जाना चाहिए।
पुलिस ने अनुमति नहीं दी
हिंदू संगठनों ने हावड़ा जिला पुलिस से रामनवमी जुलूस निकालने की अनुमति मांगी थी। हालांकि, पुलिस ने 2023 और 2024 में रामनवमी जुलूस के दौरान हिंसा और पथराव की पिछली घटनाओं के कारण सुरक्षा चिंताओं का हवाला देते हुए अनुरोध को अस्वीकार कर दिया था। पुलिस ने तर्क दिया कि जुलूस मुस्लिम बहुल क्षेत्र से होकर गुजरता है, जिससे यह संभावित रूप से विवादास्पद हो सकता है। पुलिस के इनकार के जवाब में, अंजनी पुत्र सेना और विश्व हिंदू परिषद (VHP) जैसे संगठनों ने कलकत्ता उच्च न्यायालय में इस फैसले को चुनौती दी। हिंदू संगठनों के पक्ष में अदालत का फैसला उनकी जीत है।
जुलूस के लिए शर्तें
जुलूस में भाग लेने वालों की संख्या 500 से अधिक नहीं होनी चाहिए। जुलूस के दौरान डीजे संगीत की अनुमति नहीं होगी। हथियार या लाठी ले जाने की अनुमति नहीं होगी। आयोजन समिति को प्रतिभागियों की सूची पहले से ही प्रस्तुत करनी होगी। प्रतिभागियों को पुलिस को अपनी पहचान की एक प्रति प्रदान करनी होगी। जुलूस के दौरान केवल पीवीसी सामग्री से बने धार्मिक प्रतीकों को ही ले जाया जा सकता है।
