पत्र में लिखा गया है कि हितधारकों द्वारा उठाए गए इन मुद्दों को समग्र तरीके से संबोधित करने के लिए जेपीसी द्वारा एक व्यापक अध्ययन की अनिवार्य रूप से आवश्यकता है।
वक्फ संशोधन विधेयक, 2024 पर संयुक्त संसदीय समिति (जेपीसी) के सदस्यों ने माननीय अध्यक्ष ओम बिरला को एक पत्र सौंपा है, जिसमें उनसे यह सुनिश्चित करने का आग्रह किया गया है कि जेपीसी अध्यक्ष पारदर्शी और निष्पक्ष रूप से कार्यवाही संचालित करें। पत्र में कहा गया है कि आज सुबह 11 बजे जब बैठक शुरू हुई तो हम विपक्ष के सदस्यों ने सभापति के कामकाज के संचालन के तरीके के खिलाफ पूरे सम्मान के साथ अपनी आवाज उठाई। हमने नियमों में विचारित उचित प्रक्रिया की अनदेखी करके जेपीसी के कामकाज के एकतरफा और अनुचित तरीके पर प्रकाश डाला।
विपक्षी सांसदों ने दावा किया कि यह सम्मानपूर्वक प्रस्तुत किया गया है कि चूंकि 24 और 25 तारीख को बैठक के लिए निर्धारित नोटिस दिया गया था, इसलिए हम सदस्यों ने 31 तारीख को संसद सत्र शुरू होने के कारण 27 से 30 तारीख तक निर्वाचन क्षेत्र/राज्यों में अपने कार्यक्रम तैयार किए और इस तरह 27वीं बैठक को स्थगित करने के लिए प्रार्थना की। जबकि हमने इन उचित दावों को सभ्य तरीके से अध्यक्ष के सामने रखा, लेकिन उन्होंने जवाब देने का प्रयास भी नहीं किया। जैसा कि हम सभी ने अपमानित महसूस किया, हम खड़े हुए और अपनी मांगों को सुनने के लिए लोकतांत्रिक तरीके से अपनी आवाज उठाई। इसी बीच चेयरमैन ने किसी से फोन पर बात की और अचानक और आश्चर्यजनक रूप से चिल्लाते हुए उन्होंने हमारे निलंबन का आदेश दे दिया।
पत्र में लिखा गया है कि हितधारकों द्वारा उठाए गए इन मुद्दों को समग्र तरीके से संबोधित करने के लिए जेपीसी द्वारा एक व्यापक अध्ययन की अनिवार्य रूप से आवश्यकता है। इन परिस्थितियों में अध्यक्ष द्वारा बिना सोचे समझे जेपीसी की कार्यवाही में जल्दबाजी करना छिपी हुई दुर्भावना से भरी एक पहेली के अलावा और कुछ नहीं है। हमारी राय है कि जेपीसी के अध्यक्ष के पास समिति के सदस्यों को निलंबित करने की शक्ति नहीं है। इसलिए प्रार्थना की जाती है कि जेपीसी के अध्यक्ष को कार्यवाही को पारदर्शी और निष्पक्ष तरीके से संचालित करने का निर्देश दिया जाए। सभापति को 27वीं बैठक स्थगित कर देनी चाहिए ताकि विपक्षी सदस्यों को संसद के लोकतंत्र को सुनिश्चित करने के लिए नियमों और प्रक्रिया से विचलित हुए बिना हमारी दलीलों/दावों को रखने के लिए पर्याप्त समय और अवसर मिल सके, जिस पर राष्ट्र को अभी भी विश्वास है।
वहीं, सहारनपुर से कांग्रेस सांसद इमरान मसूद ने कहा कि संवैधानिक परंपराओं का पालन नहीं किया जा रहा है। वक्फ संशोधन विधेयक वक्फ को बचाने के लिए नहीं बल्कि उसे नष्ट करने के लिए है। वे अपने राजनीतिक एजेंडे के तहत विधेयक पेश कर रहे हैं। रामपुर से समाजवादी पार्टी के सांसद मोहिब्बुल्लाह नदवी ने कहा कि यह दुर्भाग्यपूर्ण है कि भाजपा मुसलमानों के धार्मिक मामले वक्फ की हमारी अवधारणा को खत्म करने की कोशिश कर रही है। ऐसा लगता है जैसे यह लोकतांत्रिक मूल्यों का अंत है और हम संविधान का पालन नहीं कर रहे हैं। हमारे संविधान की प्रस्तावना में निहित समानता को खत्म किया जा रहा है।
वक्फ बिल जेपीसी के सदस्य और टीएमसी सांसद कल्याण बनर्जी ने कहा कि स्पीकर क्या करेंगे? पूरा शो दो लोगों द्वारा चलाया जा रहा है। जो लोग हर जगह बैठे हैं, उनके पास कुछ भी करने की शक्ति नहीं है। डीएमके सांसद ए राजा ने कहा कि हम सब कुछ रिकॉर्ड पर और देश के दिमाग में दर्ज करना चाहते हैं। लोगों को पता होना चाहिए कि पीएम मोदी के शासन में इस देश में संसदीय प्रणाली कैसे काम कर रही है।
