आज आपको अतीत के उस सुनहरे दौर में लिए चलते हैं जहां से संविधान की ये यात्रा शुरू हुई। कब बना, कैसे बना और किस किस ने बनाया और क्यों बनाया। तो चलिए चलते हैं वहां जहां कहानी शुरू हुई थी, हमारे संविधान की। लेकिन जरा ठहरिए…पहले आप भी तो ठीक से देख लीजिए उस मुकद्दस किताब को जिसकी बात हम कर रहे हैं।
26 जनवरी आने वाली है और गणतंत्र दिवस मनाएंगे। देश का 75वां गणतंत्र दिवस। क्या क्या होगा इस दौरान परेड निकाली जाएगी, झाकियां सजेंगी। लड्डू बटेंगे, खुशी मनाएंगे। मनानी भी चाहिए हमारा देश आज से 75 साल पहले गणतंत्र बन चुका है। पर हमने सोचा कि सिर्फ लड्डू, खुशियां और परेड तक ही क्यों सीमित रहें। जरा ठीक से अपने गणतंत्र के बारे में बात कर लें। हम जब छोटे थे तो मजाक में अपने दोस्त से सवाल पूछते थे कि इस साल 26 जनवरी कौन सी तारीख को पड़ रही है? फिर हमारे दिमाग में आया कि गणतंत्र दिवस 26 जनवरी को ही क्यों मनाया जाता है। आप कहेंगे की कैसा सवाल है। सब जानते हैं कि 26 जनवरी 1950 को देश का संविधान लागू हुआ था। लेकिन अगला सवाल आएगा कि संविधान लागू करने के लिए 26 जनवरी की तारीख ही क्यों चुनी गई? 1 जनवरी चुन लेते, 14 जनवरी को मकर संक्रांति है तब चुन लेते। लेकिन 26 तारीख ही क्यों? आज आपको अतीत के उस सुनहरे दौर में लिए चलते हैं जहां से संविधान की ये यात्रा शुरू हुई। कब बना, कैसे बना और किस किस ने बनाया और क्यों बनाया। तो चलिए चलते हैं वहां जहां कहानी शुरू हुई थी, हमारे संविधान की। लेकिन जरा ठहरिए…पहले आप भी तो ठीक से देख लीजिए उस मुकद्दस किताब को जिसकी बात हम कर रहे हैं।
क्यों बनाया गया संविधान
ये कोई आम किताब नहीं है बल्कि प्रतीक है हमारे मुल्क का। पर कभी आपने ये सोचा है कि मुल्क आखिर होता क्या है? समाज शास्त्री कहते हैं कि एक ही नस्ल, धर्म, जुबान, परचम और हुक्म को मानने वाले बाशिंदों के समूह से एक मुल्क बनता है। मगर हिंदुस्तान जैसी बहुत सी भाषाओं, जातियों-प्रजातियों वाले सब-कॉटिनेंट को किसी तंग नजरिए से नहीं देखा जा सकता है। ऐसे मुल्क ऐसे समाज में पुरानी रीति को तोड़कर सबको साथ लेकर आगे चलने के लिए किसी पुराने कानून से भी काम नहीं चल सकता है। इसलिए हमारे पुरखों ने हमारा संविधान बनाया था। दोनों ही भाषाओं में संविधान की मूल प्रति को प्रेम बिहारी नारायण रायजादा ने लिखा था। भारतीय संविधान के हर पेज को चित्रों से आचार्य नंदलाल बोस ने सजाया है। इसके अलावा इसके प्रस्तावना पेज को सजाने का काम राममनोहर सिन्हा ने किया है।
कांग्रेस का लाहौर अधिवेशन
आजादी से पहले की बात है, अंग्रेज देश में राज कर रहे थे। भारत वाले कहते जाओ वो नहीं जा रहे थे। इन सब के बीच साल 1929 में दिसंबर के महीने में कांग्रेस का अधिवेशन लाहौर में पंडित जवाहर लाल नेहरू की अध्यक्षता में हुई। इस अधिवेशन में ब्रिटिश सरकार द्वारा 26 जनवरी 1930 तक भारत को डोमीनियन का दर्जा नहीं दिए जाने पर भारत को पूर्ण रूप से स्वतंत्र देश घोषित करने वाला प्रस्ताव पारित किया था। ब्रिटिश सरकार द्वारा भारत को डोमिनियन दर्जा नहीं दिए जाने के बाद कांग्रेस ने 26 जनवरी 1930 को भारत को पूर्ण स्वराज घोषित कर दिया। अब संविधान लागू करने से पहले उसे लिखना भी था। ऐसा लिखना था की कोई पेंच छूटा नहीं रह जाए। 9 दिसंबर 1946 को संविधान लिखने का कार्य प्रारंभ हुआ। सच्चिदानंद सिन्हा इस सभा के सभापति थे। बाद में डा. राजेद्र प्रसाद को सभापति निर्वाचित किया गया। भीमराव आंबेडकर को अध्यक्ष विधीवेत्ता चुना गया। 2 वर्ष 11 महीने 18 दिन में भारतीय संविधान का निर्माण पूरा हो पाया। डॉ राजेंद्र प्रसाद को 26 नवंबर 1949 को भारत का संविधान सुपर्द किया गया। इस लिए 26 नवंबर को भारत में संविधान दिवस के रुप में मनाया जाता है। गणतंत्र दिवस के दिन 26 जनवरी 1950 को हमारा संविधान लागू हुआ था।
