केरल सरकार ने वायनाड भूस्खलन से प्रभावित परिवारों की सहायता के लिए एक महत्वपूर्ण कदम उठाया है। लापता व्यक्तियों को अब आधिकारिक तौर पर मृतक घोषित किया जाएगा, जिससे उनके परिवारों को मृतक पीड़ितों के लिए पहले घोषित वित्तीय सहायता प्राप्त हो सकेगी। दो प्रक्रियाओं का पालन करने के बाद स्थायी मृत्यु प्रमाण पत्र भी जारी किया जाएगा। राजस्व मंत्री के राजन ने इस बात पर प्रकाश डाला कि किसी लापता व्यक्ति को मृत घोषित करने में आमतौर पर सात साल लगते हैं, लेकिन इस स्थिति की आपातकालीन प्रकृति के कारण अपवाद बनाए जा रहे हैं। लापता लोगों के परिवार को मृतक के परिवार को दी जाने वाली सहायता प्रदान करने के उपाय किए गए हैं। लापता लोगों की संख्या में कमी आई है क्योंकि हम डीएनए परीक्षण के माध्यम से उनकी पहचान कर रहे हैं।

इससे पहले कि राज्य सरकार किसी लापता को मृतक घोषित करने की मंजूरी दे, दो समितियों द्वारा जांच की जाएगी। स्थानीय स्तर की समिति, जिसमें ग्राम अधिकारी, पंचायत सचिव और स्थानीय पुलिस स्टेशन के SHO शामिल हैं, विस्तृत जांच करेगी और अपने निष्कर्ष जिला आपदा प्रबंधन प्राधिकरण (DDMA) को सौंपेगी। एक बार जब डीडीएमए कोई मामला भेजता है, तो राज्य स्तरीय समिति, जिसमें गृह, राजस्व आपदा प्रबंधन और स्थानीय स्व-सरकारी विभागों के प्रमुख सचिव शामिल होंगे, इसकी समीक्षा करेगी और अंतिम मंजूरी प्रदान करेगी। 

स्थायी मृत्यु प्रमाणपत्र प्राप्त करने के लिए एक प्रक्रिया होगी। लापता व्यक्तियों की एक सूची प्रकाशित की जाएगी और उपजिलाधिकारी प्रत्येक मामले की जांच करेंगे। 30 दिन की विंडो जनता को कोई भी अतिरिक्त जानकारी प्रस्तुत करने की अनुमति देगी। लापता व्यक्तियों का विवरण समाचार पत्रों, वेबसाइटों और स्थानीय नोटिस बोर्डों के माध्यम से व्यापक रूप से प्रचारित किया जाएगा।
