भ्रष्टाचार निवारण अधिनियम की धारा 17ए के तहत सक्षम प्राधिकारी से मंजूरी मिलने के बाद पूर्व स्वास्थ्य मंत्री सौरभ भारद्वाज और सत्येंद्र जैन के खिलाफ मामला दर्ज किया गया है।
दिल्ली की भ्रष्टाचार निरोधक शाखा (एसीबी) ने दिल्ली सरकार के स्वास्थ्य अवसंरचना परियोजनाओं में बड़े पैमाने पर भ्रष्टाचार के सिलसिले में जीएनसीटीडी के पूर्व स्वास्थ्य मंत्री सौरभ भारद्वाज और सत्येंद्र जैन के खिलाफ मामला दर्ज किया है। संयुक्त पुलिस आयुक्त और भ्रष्टाचार निरोधक शाखा के प्रमुख मधुर वर्मा ने बताया क 2018-19 में 5,590 करोड़ रुपये की लागत से 24 अस्पताल परियोजनाओं – 11 ग्रीनफील्ड और 13 ब्राउनफील्ड को मंजूरी दी गई थी। ये परियोजनाएं बेवजह देरी और खगोलीय लागत वृद्धि में फंसी हुई हैं, जो बड़े पैमाने पर वित्तीय गबन का संकेत देती हैं।

भ्रष्टाचार निवारण अधिनियम की धारा 17ए के तहत सक्षम प्राधिकारी से मंजूरी मिलने के बाद पूर्व स्वास्थ्य मंत्री सौरभ भारद्वाज और सत्येंद्र जैन के खिलाफ मामला दर्ज किया गया है। 22 अगस्त, 2024 को तत्कालीन विपक्ष के नेता और वर्तमान दिल्ली विधानसभा अध्यक्ष विजेंद्र गुप्ता ने एक शिकायत दर्ज कराई थी, जिसमें विभिन्न स्वास्थ्य अवसंरचना परियोजनाओं में गंभीर अनियमितताओं और संदिग्ध भ्रष्टाचार को उजागर किया गया था, जिसमें परियोजना बजट में व्यवस्थित हेरफेर, सार्वजनिक धन का दुरुपयोग और निजी ठेकेदारों के साथ मिलीभगत का आरोप लगाया गया था।

एसीबी ने कहा कि शिकायत के सत्यापन से पता चला है कि ज्वालापुरी और मादीपुर के सरकारी अस्पतालों में अनधिकृत अतिरिक्त निर्माण कार्य सक्षम अधिकारियों की मंजूरी के बिना किया गया। उल्लेखनीय है कि मादीपुर अस्पताल परियोजना को नवंबर 2022 तक पूरा किया जाना था, लेकिन यह अभी भी अधूरा है और पूरा होने से बहुत दूर है। इसके अलावा, एसीबी ने कहा कि यह पता चला है कि एसएएम इंडिया बिल्डवेल प्राइवेट लिमिटेड द्वारा अनुबंधित सात आईसीयू अस्पतालों की लागत में 100 प्रतिशत से अधिक की वृद्धि हुई है, और निर्माण अभी भी अधूरा है, जो फरवरी 2022 की समय सीमा से काफी आगे है।
