भारतीय विदेश मंत्री एस. जयशंकर ने तालिबानी विदेश मंत्री से फोन पर बात की और इसके ठीक एक दिन बाद भारत ने “विशेष सद्भावना” के तहत पाकिस्तान की अटारी सीमा से होकर 160 अफगान ट्रकों को सूखे मेवे और नट्स लेकर आने की अनुमति दे दी। चूंकि भारत और अफगानिस्तान के तालिबान शासन के बीच कोई औपचारिक संबंध नहीं हैं, इसलिए अफगानिस्तान से मेवे मंगवाने के कदम को बड़े फैसले के रूप में देखा जा रहा है। हम आपको बता दें कि पाकिस्तान ने पहले वाघा सीमा पर अफगानिस्तान के ट्रकों को क्लियरेंस देने में देरी की, लेकिन शुक्रवार को कुछ ट्रकों को अटारी में माल उतारने की अनुमति दे दी गई। हम आपको याद दिला दें कि भारत ने 23 अप्रैल को पहलगाम आतंकी हमले के एक दिन बाद अटारी-वाघा सीमा को अस्थायी रूप से बंद कर दिया था। हम आपको यह भी बता दें कि इससे पहले भी पाकिस्तान ने अफगानिस्तान और भारत के बीच एकतरफा व्यापार की अनुमति दी है, जिसमें अफगान वस्तुओं को तो भारत भेजने की अनुमति थी, लेकिन भारत को अफगानिस्तान को निर्यात की अनुमति नहीं दी गयी।

वैसे एक बड़ा सवाल यह है कि विदेश मंत्री एस. जयशंकर तालिबान से बातचीत क्यों कर रहे हैं? इसका जवाब कौटिल्य के सिद्धांत में छिपा हुआ है। दरअसल दुश्मन का दुश्मन आपका मित्र होता है क्योंकि वह उसी दुश्मन से शत्रुता रखता है जिससे आप रखते हैं। सरल भाषा में कहें तो दुश्मन का दुश्मन, दोस्त होता है। इसके अलावा यह भी एक सत्य है कि अफगानिस्तान की सत्ता में मौजूद तालिबान से अगर भारत संवाद नहीं करेगा, तो वहां पाकिस्तान और चीन को अपना प्रभाव कायम करते देर नहीं लगेगी। इसके अलावा अफगानिस्तान से बेहतर संबंधी भारत के रणनीतिक हित में हैं क्योंकि इसके जरिये उसे चाबहार बंदरगाह और मध्य एशिया तक व्यापारिक पहुंच मिलती है। साथ ही तालिबान से बेहतर संबंध अफगानिस्तान में भारत की परियोजनाओं की सुरक्षा भी सुनिश्चित करेंगे। हालांकि भारत ने अभी तक तालिबान को सरकार के रूप में मान्यता नहीं दी है। लेकिन हालिया संवाद कूटनीतिक व्यावहारिकता के तहत हो रहा है, ताकि भारत के सुरक्षा, व्यापार और क्षेत्रीय हित सुरक्षित रहें।
