प्रवर्तन निदेशालय ने अरबपति परोपकारी जॉर्ज सोरोस के सोरोस आर्थिक विकास कोष (SEDF) को भारत में NGO क्षेत्र से जोड़ने वाले वित्तीय लेन-देन का खुलासा किया है, जिससे विदेशी अंशदान (विनियमन) अधिनियम और प्रत्यक्ष विदेशी निवेश (FDI) मानदंडों के संभावित उल्लंघन पर चिंता बढ़ गई है। जांचकर्ताओं ने पाया है कि ओपन सोसाइटी इंस्टीट्यूट (OSI) की सामाजिक प्रभाव निवेश शाखा SEDF ने तीन भारतीय कंपनियों- रूटब्रिज सर्विसेज प्राइवेट लिमिटेड (RSPL), रूटब्रिज एकेडमी प्राइवेट लिमिटेड (RAPL) और ASAR सोशल इम्पैक्ट एडवाइजर्स प्राइवेट लिमिटेड (ASAR) को प्रत्यक्ष विदेशी निवेश (FDI) या परामर्श/सेवा शुल्क के बहाने धन मुहैया कराया।

ईडी के निष्कर्षों के अनुसार, आरएसपीएल को अकेले एसईडीएफ से अनिवार्य रूप से परिवर्तनीय वरीयता शेयरों (सीसीपीएस) के माध्यम से 18.64 करोड़ रुपये मिले, जिसका मूल्य डिस्काउंटेड कैश फ्लो पद्धति के आधार पर प्रति शेयर 2.5-2.6 लाख रुपये बढ़ा हुआ था। अधिकारियों को संदेह है कि यह एफसीआरए प्रतिबंधों को दरकिनार करने के लिए एक रंगीन व्यवस्था थी, क्योंकि एसईडीएफ को गृह मंत्रालय की मंजूरी के बिना भारत में गैर सरकारी संगठनों को सीधे दान करने से रोक दिया गया है। इसी तरह, गैर-लाभकारी संस्थाओं के लिए धन उगाहने वाली सेवाएं प्रदान करने के लिए 2019 में शामिल की गई कंपनी आरएपीएल को एसईडीएफ से कमीशन एजेंट सेवाओं के रूप में 2.70 करोड़ रुपये मिले। हालांकि, ईडी ने नोट किया कि आरएपीएल ने वास्तव में बदले में कोई सेवा प्रदान नहीं की थी, यह सुझाव देते हुए कि यह एफसीआरए नियमों को दरकिनार करने के लिए एक माध्यम के रूप में काम करता था।
