केंद्रीय गृह मंत्री अमित शाह ने आपदा प्रबंधन (संशोधन) विधेयक, 2024 पर राज्यसभा में चर्चा का जवाब दिया। उन्होंने कहा कि कुछ सदस्यों ने सवाल उठाया कि संशोधन की क्या जरूरत है। मैं उनसे कहना चाहता हूं कि अगर समय रहते किसी इमारत की मरम्मत नहीं की जाती है तो वह गिर जाती है। विपक्ष पर तंज सकते हुए शाह ने कहा कि उन्हें लगता है कि शायद वे आकर इसे बदल देंगे लेकिन अगले 15-20 साल तक किसी की बारी नहीं आएगी। जो करना है, हमें करना है।
शाह ने कहा कि 2005 में पहली बार आपदा प्रबंधन अधिनियम लागू किया गया था। इसके तहत NDMA, SDMA और DDMA का गठन किया गया। अब चिंता जताई जा रही है कि सत्ता का केंद्रीकरण हो जाएगा। अगर आप पूरे विधेयक को ध्यान से पढ़ेंगे तो क्रियान्वयन की सबसे बड़ी जिम्मेदारी जिला आपदा प्रबंधन की है जो राज्य सरकार के अधीन है। इसलिए संघीय ढांचे को कहीं भी नुकसान पहुंचाने की संभावना नहीं है। शाह ने दावा किया कि किसी राज्य को कम मदद नहीं मिलेगी।
राज्यसभा में अमित शाह ने कहा कि आपदा का सीधा संबंध जलवायु परिवर्तन से है। उन्होंने कहा कि स्थानीय स्तर पर भी प्लानिंग की अपेक्षा है। उन्होंने यह भी कहा कि आपदा प्रबंधन केंद्र, राज्यों दोनों का विषय है। उन्होंने कहा कि हम सभी को यह स्वीकार करना होगा कि पिछले 10 वर्षों में आपदा प्रबंधन के क्षेत्र में जो परिवर्तन हुए हैं, उससे हम राष्ट्रीय ही नहीं, क्षेत्रीय और वैश्विक शक्ति के रूप में उभरे हैं। यह विधेयक भारत की सफलता की कहानी को लंबे समय तक कायम रखने के लिए है। कोई मेरी बात को गलत न समझे, मैं सरकार की सफलता की कहानी नहीं, बल्कि भारत की सफलता की कहानी कह रहा हूँ।
