आयोग ने स्पष्ट किया कि यह प्रक्रिया संविधान के अनुच्छेद 326 और जनप्रतिनिधित्व अधिनियम, 1950 के प्रासंगिक प्रावधानों का सख्ती से पालन करेगी। यूआईडीएआई और ईसीआई के तकनीकी विशेषज्ञों के बीच तकनीकी परामर्श भी शीघ्र ही शुरू होने वाला है।
आने वाले महीनों में वोटर आईडी कार्ड को आधार कार्ड से जोड़ने का अभियान तेज किया जाएगा। मुख्य चुनाव आयुक्त ज्ञानेश कुमार की अध्यक्षता में भारत निर्वाचन आयोग (ईसीआई) ने मंगलवार को मतदाता पहचान पत्र (ईपीआईसी) को आधार से जोड़ने पर चर्चा करने के लिए प्रमुख अधिकारियों और तकनीकी विशेषज्ञों के साथ एक महत्वपूर्ण बैठक की। बैठक में चुनाव आयुक्त सुखबीर सिंह संधू और विवेक जोशी के साथ-साथ केंद्रीय गृह सचिव, विधायी विभाग के सचिव, इलेक्ट्रॉनिकी और सूचना प्रौद्योगिकी मंत्रालय के सचिव तथा यूआईडीएआई के सीईओ और चुनाव आयोग के तकनीकी विशेषज्ञों ने भी भाग लिया। आयोग ने स्पष्ट किया कि यह प्रक्रिया संविधान के अनुच्छेद 326 और जनप्रतिनिधित्व अधिनियम, 1950 के प्रासंगिक प्रावधानों का सख्ती से पालन करेगी। यूआईडीएआई और ईसीआई के तकनीकी विशेषज्ञों के बीच तकनीकी परामर्श भी शीघ्र ही शुरू होने वाला है।
इससे पहले 10 मार्च को चुनाव आयोग ने कहा था कि डुप्लीकेट वोटर आईडी कार्ड से जुड़ा मामला एक “विरासत का मुद्दा” है। इसने राज्यों को वार्षिक मतदाता सूची अपडेट के दौरान मतदाता के फोटो पहचान पत्र में सभी विसंगतियों को दूर करने का भी निर्देश दिया था। ईपीआईसी नंबर पर भी स्पष्टीकरण दिया गया। चुनाव निकाय ने कहा कि कोई भी मतदाता ईपीआईसी नंबर के बावजूद केवल अपने निर्धारित मतदान केंद्र पर ही वोट डाल सकता है। इसने आगे कहा कि किसी भी आशंका को दूर करने के लिए, डुप्लिकेट ईपीआईसी नंबर वाले मौजूदा मतदाताओं और भविष्य के मतदाताओं के लिए भी एक अद्वितीय ईपीआईसी नंबर सुनिश्चित करके डुप्लिकेट ईपीआईसी नंबर के सभी मामलों को तीन महीने के भीतर हल किया जाएगा।
उल्लेखनीय रूप से तृणमूल कांग्रेस ने पश्चिम बंगाल और अन्य राज्यों में मतदाताओं के एक ही EPIC नंबर होने का मुद्दा उठाया था। इसने चुनाव आयोग को यह स्वीकार करने के लिए बाध्य किया कि कुछ राज्य मुख्य निर्वाचन अधिकारियों ने EPIC नंबर जारी करते समय गलत अल्फ़ान्यूमेरिक श्रृंखला का उपयोग किया था। चुनाव फोटो पहचान पत्र (EPIC) नंबर एक 10 अंकों की विशिष्ट पहचान संख्या है जिसे ECI द्वारा प्रत्येक पंजीकृत मतदाता को सौंपा जाता है।
